Job Title: Senior Program Consultant (IT Project Management)

Location: Tallahassee, FL - Onsite


Position Overview

The Florida Department of Health, Division of Medical Quality Assurance (MQA), is seeking a highly experienced Senior Program Consultant to provide comprehensive IT project management leadership. The selected candidate will be fully immersed in MQA business processes and must quickly acquire in-depth knowledge of MQA systems, operations, and core functions.

This role requires a PMP-certified senior-level professional with extensive experience in project planning, financial management, stakeholder coordination, UAT facilitation, risk management, and legislative-level reporting.


Minimum Qualifications & Experience

  • 8+ years of experience developing and maintaining detailed project plans, including Work Breakdown Structures (WBS).
  • 8+ years of experience facilitating meetings and producing formal documentation (meeting minutes, action items, issue logs).
  • 8+ years of experience preparing and presenting executive-level internal and external status reports, including reports suitable for Legislature or Steering Committees.
  • 8+ years of experience in Budget and Financial Management, including cost analysis and cost-benefit analysis.
  • Project Management Professional (PMP) Certification (Required).
  • 8+ years of experience leading and managing large-scale technical projects.
  • 8+ years of experience with User Acceptance Testing (UAT) methodologies and documentation.
  • 8+ years of experience in risk tracking, mitigation planning, and issue management.
  • 8+ years of experience using Microsoft Project or comparable project management software.
  • 8+ years of experience in:
    • Leading cross-functional project teams
    • Delivering projects within schedule, scope, technical specifications, and approved budget
    • Managing Independent Verification & Validation (IV&V) oversight activities

Key Responsibilities

Project Management & Leadership

  • Provide end-to-end project management for all assigned technical initiatives.
  • Develop, maintain, and refine detailed project plans (WBS, schedules, milestones).
  • Track project schedules, performance metrics, and technical deliverables.
  • Lead cross-functional business and technical teams.
  • Assist with resource allocation and workload planning.
  • Ensure adherence to PMI project management standards and best practices.

Stakeholder & Communication Management

  • Coordinate with customers, users, and internal stakeholders.
  • Facilitate meetings, prepare agendas, document meeting minutes, and track action items.
  • Provide regular system status updates to Department management.
  • Prepare formal reports for executive leadership and legislative stakeholders.
  • Correspond effectively (verbal and written) with project teams and leadership.

Business Analysis & System Support

  • Conduct requirements gathering sessions with program offices.
  • Develop screen layouts and workflow documentation for new systems or enhancements.
  • Produce system diagrams, flowcharts, and technical documentation.
  • Develop work estimates for enhancements and new system development.
  • Provide research and analytical support for Department systems.
  • Identify operational efficiencies in Department IT processes.

Testing & Deployment

  • Coordinate and facilitate User Acceptance Testing (UAT).
  • Perform validation testing to ensure system changes meet user-defined requirements.
  • Manage system acceptance testing with business units.
  • Track risks, issues, and mitigation strategies throughout project lifecycle.
  • Oversee IV&V activities and ensure compliance with project governance standards.

Financial & Legislative Support

  • Perform budget tracking and financial oversight.
  • Conduct cost analysis and cost-benefit evaluations.
  • Provide analytical research and documentation to satisfy legislative inquiries.
  • Collaborate with the Department Contract Manager to identify cost-saving opportunities.
